Blosser · Independent for Mayor · Signing closes November 2026 · Election April 6, 2027
Downtown proved it can be done.
Now let's do it on your block.
Lifelong Rockford resident. Union leader. Small-business owner who meets payroll on First Street. Independent for Mayor — accountable to Rockford, not to a political party.
Signing doesn't commit you to vote for Bob. It puts an Independent choice on the April ballot.
What Rockford keeps telling Bob
Your bill. Your block. Your job.
Three questions Bob hears at the counter and at the door, and one rule for answering them: Bob won't promise you something the mayor doesn't control.
-
“Why does my bill keep going up?”
Know what City Hall will cost you, before it costs you.
The levy has been flat for thirteen years. Your water rate went up 9% in 2025. Keep the levy flat; publish the water-rate path through 2037 before families are asked to pay it. See where your own property tax goes.

“When does my block get the same attention?”
Every ward gets a capital number, published, every year.
You shouldn't need to know an alderman to find out when your neighborhood gets its turn.

“Where are the jobs that let people stay here?”
Keep the employers we have. Help them grow here. Then recruit the next one.
The metro is down 1,900 nonfarm jobs year over year. Retention first, a permit-time guarantee, and a refund when the city misses its own deadline.

Why Bob
Keep what worked downtown. Bring that same focus to every neighborhood.
The downtown investment worked, and it is not getting reversed. The argument is about where the next decade of that same sustained attention goes.
Bob has spent his life accountable to people face to face — employees, customers, union members, neighbors. He knows City Hall from the side most residents know it: waiting on the permit, paying the bill, wondering when somebody will call back.
No party line. No party bosses. Rockford first.
Independent means every proposal gets judged on whether it works for Rockford — not on which party proposed it. Work with anyone. Owe the job to Rockford voters. Nobody handed Bob a place on the ballot — his neighbors are helping him earn it.
This is a two-year term, not four. Sworn in May 3, 2027, back in front of Rockford voters in 2029. Bob is asking for two years to produce a record you can judge.
What running as an Independent means — and why this seat, and why now →
There's no party money behind any of it. Ten dollars puts a yard sign on a Rockford lawn.
How to hold him to it
10 commitments in 90 days. A public report on Day 91.
The first 90 days — ten commitments, numbered and dated, starting May 3, 2027.
Don't take Bob's word for it. Check the report on Day 91.
Where I stand — every position in plain words, including the ones without a comfortable answer: license plate readers, the data center, housing, home rule and immigration.
The deadline nobody campaigns on
Know what your water bill will cost before the increase arrives.
Rockford has to get every lead service line out of the ground by 2037, and somebody has to pay for it. Bob will publish the full replacement schedule, and what it does to your bill, before the increases land.
Confirmed lead service lines in the city's 2024 inventory — plus 29,304 more nobody has identified yet.
The short version
Why Bob. Why now.
None of this starts from the idea that Rockford is failing. It starts from the opposite one. Rockford is worth the effort — and if we don't believe that here, there is no reason anybody outside the city will invest in it.
Downtown proved it can be done.
Now let's
do it on your block.
Petition signing closes in November. That deadline comes first, and it decides whether there is an Independent on the April ballot at all.
